Although, if this was a British stamp, and it just had a currency value on the front, one would have to post a letter with BOTH stamps, just to 'be on the safe side'...
With the continual hikes in prices, and the fatuous regulations about 'large' envelopes, and the later morning deliveries, adding an extra stamp 'just for luck' is often the only way to guarantee it gets there at all, not necessarily the 'next morning'..
Still, it would be worse if it were privatised, as sending letters to our rural cousins would immediately become less feasible than sending a carrier pigeon from the fields of battle.
